DE-CAF, a federation of Delaware’s animal welfare agencies and rescue groups, is committed to making Delaware a no-kill state, where no adoptable companion animal is euthanized for lack of a home. Working together, Delaware’s animal shelters, small rescue groups, and private citizens alike, can make this goal a reality.
Below we have a list of organizations that offer low cost spay/neuter programs as well as a list of adoption resources. Please check back often, an watch us grow. We intend to offer more helpful information like...Volunteer Opportunities, Local Dog Trainers, Wellness Clinics, etc.

LOW COST SPAY/NEUTER PROGRAMS
Help us “fix” the problem of unwanted litters of puppies and kittens that overwhelm our shelters and rescue groups. The following agencies offer reduced-cost spay/neuter services; please contact them directly for more detailed information.

The Delaware Spay/Neuter program
provides low cost Spay/Neuter procedures for owners on at least one State or Federal Assistance program. You may call or go on the internet for the necessary forms and instructions.
Once approved, you will receive a list of program participants throughout Delaware.
You may then contact the provider of your choice. Cost is $20.

This is a limited Spay/Neuter program which sells coupons to be used as payment for the procedure. Four vets in Delaware will accept the coupons if you are already their client.
There are also some nearby Pennsylvania and Maryland vets which will accept the coupons.
